You can find Otago Regional Council’s resource consent application forms below.

Once you’re comfortable that you have all the information you need to submit a resource consent application.

Every consent application starts with Form 1. Then you will need to fill in any other appropriate forms for the activity you want to get consent for.

Once you’ve completed the necessary forms you can post them, drop them into one of our offices or lodge the consent by emailing consents.applications@orc.govt.nz. Please include ‘consent application’ in the subject line. 

Your application must be accompanied by the correct fee or deposit. We cannot process your application until the fee or deposit has been paid. Applications that do not have a fee or deposit with them, will be returned. If your application is returned as incomplete, then you will be charged for the time taken to consider the application and return it to you.  Please contact us before lodging your application with any queries and if you are unsure about how much you need to pay.

 

Notice of update to consent application forms

The Otago Regional Policy Statement 2019 (ORPS 2019) became fully operative on 4 March 2024 and the Proposed Otago Regional Policy Statement (P-ORPS 2021) was fully notified on 30 March 2024.  These changes require us to update our consent applications forms, which we are in the process of doing. In the meantime, if we need any further from the applicant on the policy assessment, we will be in touch.

Start here - Form 1

This must be completed for all consent applications made to us. If multiple consents are required for an activity, Form 1 only needs be completed once.
You do not need to fill in Form 1 if you are applying for an intensive winter grazing consent.

Section 62(3) of the Marine and Coastal Area (Takutai Moana) Act 2011 requires that where the activity occurs over an area where a Customary Marine Title has been applied for, the applicant must notify and seek the views of the group who have applied for the Customary Marine Title prior to applying for resource consent. Prior to lodging resource consent for any activities in the coastal marine area, please ensure that consultation with all Customary Marine Title Group applicants who have applied for a title over the coastal marine area that may be affected by the application is undertaken. Coastal Permit - General (Form 12)
Use this form for all activities within the coastal marine area.
For moorings use Form 12A; and for boatsheds, jetties, slipways etc - use Form 12B

Coastal Permit - Mooring (Form 12A)
Use this form for applications to occupy the coastal marine area with new and existing moorings.

Coastal Permit - Boatsheds, jetties, Slipways etc (Form 12B)
Use this form for applications to occupy the coastal marine area with existing structures.

Permitted Transfer of Swing Mooring (Form 12C)
Notice of Transfer of Swing Mooring Location under Permitted Activity Rule 8.5.1.3 of the Regional Plan: Coast).

Application to discharge contaminants to land (Form 6)
Use this form if you wish to discharge contaminants to land.

For domestic wastewater discharges to land use Form 6A. 
Application to discharge from contaminated sites use Form 18.

Application to discharge wastewater to land (Form 6A)
Use this form if you wish to discharge domestic-type sewage or wastewater to land. E.g. from households or small-scale commercial operations (this includes motels, campgrounds, tearooms, restaurants and public toilets).

Application to discharge Water or contaminants to water (Form 7)
Use this form if you wish to discharge contaminants to water. 
For discharges of farm effluent use Form 7A. 
For discharges resulting from instream gravel extractions use Form 14.

Application to discharge contaminants to air (Form 8)
Use this form for activities that seek to discharge contaminants to air.

Application to discharge contaminants to air from combustion processes (Form 8A)
Use this form if you are seeking to discharge contaminants to air from combustion processes within the Otago Region including the Coastal Marine Area. This includes incinerators and boilers but excludes domestic fires and outdoor burning.

Application to discharge contaminants to air from quarry or mining processes (Form 8B)
Use this form if you are seeking to discharge contaminants to air from quarry or mining activities within the Otago Region.

Application to discharge contaminants to air from wood processing industries (Form 8C)
Use this form if you are seeking to discharge contaminants to air from wood processing industries within the Otago Region for the purpose of operating a wood processing plant.

Application to discharge contaminants to air from abrasive blasting (Form 8D)
Use this form if you are seeking to discharge contaminants to air from abrasive blasting operations within the Otago Region, including the Coastal Marina Area, for the purpose of operating an abrasive blasting booth or mobile abrasive blasting operation.

Application to discharge contaminants to air from fibre glass product manufacture (Form 8E)
Use this form if you are seeking to discharge contaminants to air from the manufacture of fibre glass products within the Otago Region.

Application to discharge to air from effluent pond (Form 8F)
Use this form if you wish to discharge contaminants to air, including odour, from farm waste management.

Discharge of dust suppressants (Form 26)

Application to extract gravel from the bed of a river (Form 14A)


Application to extract gravel from the bed of a river (small/short term extractions)(Form 14B)


Use these forms if you wish to extract gravel from the bed of a watercourse. Form 14B should be used for small or one off gravel extraction applications where a term of less than two years is sought

Use this online application form (you will be taken to another website) if you need consent for Intensive Winter Grazing (IWG) under the National Environmental Standards for Freshwater.

The application form has been designed for consent terms of generally 3-5 years.

If you want longer than this then you can still use this form, you may just need to include more property specific information in the assessment of effects and policy assessment section.

Getting ready to apply for your IWG Consent

You should set aside a couple of hours to fill in the form, with most of your time being spent on the grazing plan.

Before you apply for your consent, there are a few things you may want to have had a look at, or have handy. These are:

  • Farm maps and plans
  • Legal descriptions for the blocks of your farm you plan to graze
  • A copy of your intensive winter grazing plan, or a template to complete

To apply you need to complete:

Generally, you should be able to figure out your slope by using two standards 20m apart with a string running between the two on the steepest section of the paddock and then using a phone app to check the slope.

Ways to Pay Your Consent Deposit

Privacy and your consent application

The information you provide with your application, which includes all associated reports and attachments, is official information. It will be used to process your application and, together with other official information, assist in the management of the region’s natural and physical resources. Access to information held by the Otago Regional Council is administered in accordance with the Local Government Official Information and Meetings Act 1987, and Privacy Act 2020.  Your information may be disclosed in accordance with the terms of these Acts.  Information in the application may also be made available on the Otago Regional Council website.

The Otago Regional Council may withhold information in certain circumstances. It is therefore important you advise the Otago Regional Council about any concern you may have about disclosure of any of the information, which includes all associated reports and attachments, you have provided in this application (e.g. protection of personal information, trade secrets, commercially sensitive material, information which, if released, may cause serious offence to tikanga Maori, or any other information you consider should not be disclosed.

While the Otago Regional Council may still have to disclose information under the above legislation, it can take into account any concern you wish to raise.
